Summary

This position reviews a large number of complex prosthetic consults for a wide variety of prosthetic/orthotics/surgical devices, medical supplies and durable medical equipment prior to purchasing. These orders are complex because of the unique or highly technical nature of the item or service required. The incumbent may accomplish final review and approval of these orders in the absence or unavailability of the Chief, Prosthetics Service.

Responsibilities

The incumbent advises physicians and other professional staff as to the availability, selection and acquisitions of prosthetic devices or services and furnished information concerning new developments in the prosthetic field and sources or supply for such items.

Major Duties Includes:

  • Handles applications and prescriptions for prosthetic devices. Ensures the legal requirements governing eligibility and entitlement to prosthetic devices are met.
  • Carries out legal requirements related to eligibility and entitlement to prosthetic devices making final determination relating to eligibility and entitlement to such services.
  • Ensures that the proper prosthetic device is issued.
  • Procures or manages the procurement of prosthetic devices for eligible patients. Oversees and manages the process for procuring prosthetic devices.
  • Practices cost containment through efficient purchasing.
  • Maintenance of current catalogs, brochures and vendor files will ensure the incumbents ability to advise the profession staff regarding readily available items of lesser costs which will achieve the intended rehab goal.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-5 position you must have held a GS-3 or GS-4 (Time in Grade does not Apply).

For a GS-06 position you must have served 52 weeks at the GS-05.

For a GS-07 position you must have served 52 weeks at the GS-06.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-5

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 3 or GS-4 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Contracting/Procurement; Medical Information; Mangers and Organize Information; Reasoning; and Customer Service. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four years of study above high school, obtaining a bachelor's degree with courses related to the occupation. (Note: Transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed related post-high school education (30 semester hours beyond Associates degree) and 6 months of specialized experience that meets the requirements for this position. (Note: Transcripts must be provided)

GS-6

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS- 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Contracting/Procurement; Medical Information; Mangers and Organize Information; Reasoning; and Customer Service; Knowledge and skill to recognize the dimensions of the problems involved, collect the necessary information, establish the facts, and take or recommend action based upon application or interpretation of established guidelines; Knowledge, developed through increasingly difficult, on-the-job training or experience dealing with the operations, regulations, principles, and peculiarities of the assigned program, function, or activity.

GS-7

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS- 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of Contracting/Procurement; Medical Information; Mangers and Organize Information; Reasoning; and Customer Service; Knowledge and skill to an extensive knowledge of the principles, practices and procedures of the science of prosthetics and sensory aids. The incumbent must be knowledgeable of a wide range of concepts, principals, and practices or prosthetic services and be able to apply this knowledge to solve complex problems involving different aspects established methods, making significant departures from previous approaches to improve or extend information gathering and testing, changing or adapting new methods to meet regulatory requirements. The employee provides technical advice in significant planning and decision-making actions with regard to prosthetic services within the facility. The position requires knowledge of agency policies, regulations, applicable Federal statues and contracting procedures governing a prosthetic program to administer the various functional areas of prosthetic activity.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically the employee sits comfortably to do the work. however, there may be some walking, standing, bending, carrying of light items such as papers, books, small parts, or driving an automobile, etc. No special physical demands are required to perform the work.

There is no educational substitution at the GS-6 or GS-7 grade level.
