Administrative Officer for Facilities Management & Construction
serves as a resource and role model to staff and administration
regarding construction, maintenance of buildings, equipment,
utilities, bio-medical services, hospital Environment of
Care/safety matters and Master Facilities Planning. --Administers
and directs programs to maintain and upgrade buildings, grounds and
equipment (clinical and non-clinical) throughout the Hospital,
which allows for efficient and effective patient care. Is
responsible for all hospital and campus capital construction
projects and budgets. Has responsibility throughout the planning,
design and construction stages of the projects. Ensures schedules,
budgets, and cash flows are accurate and adhered to. Plans,
organizes, directs, evaluates and controls all safety functions in
order to ensure a safe environment for patients, employees,
volunteers, medical staff and visitors. Has oversight of Security
and Parking Management. Is responsible for the space management
program and coordinating all space requests accordingly.
Communicates and is involved with outside agencies such as OSHPD,
CDPH, Cal OSHA, health, fire, police departments, off-site property
managers and community organizations as necessary. -- -- PRIMARY
JOB DUTIES -- 1. -- -- Provides leadership and direction regarding
departmental performance. -- 2. -- -- Sets the standard for
departmental behavior and provides and promotes a positive working
environment for departmental staff to ensure strong employee
morale, motivation and productivity. -- 3. -- -- Holds
accountability for the departmental budget and Position Control and
takes necessary action to remain within balance and address
variances. -- 4. -- -- Holds accountability for capital projects
and takes necessary action to remain within budget and schedules.
Ensures compliance with all applicable rules and regulations. -- 5.
-- -- Manages the hospital Master Plan. -- 6. -- -- Manages design
team through planning phase, design development, construction
documents and construction administration. -- 7. -- -- Manages
construction projects through completion and ensures compliance. --
8. -- -- Manages Inspector of Record (IOR). -- 9. -- -- Manages
Security Management and Parking Management. -- 10. Recommends,
develops and reviews safety policies and procedures as required by
the Hospital, TJC, and State and Federal governments. 11. Present a
Safety Orientation class for new employees and an annual
reorientation for regular employees as needed. 12. Conducts hazard
surveillance, safety inspections and unsafe practice surveys
throughout the Hospital. Results of these surveys are reviewed with
appropriate personnel and recommends corrective actions and follows
up as required. -- 13. Maintains information regarding local, state
and federal regulations for Hospital construction, safety and
security, and develops a reference library on same to assist with
planning and problem-solving related safety/security matters. --
14. Ensures and monitors Interim Life Safety Measures (ILSM) and
Infection Control measures during construction/renovation when
required. -- 15. Reviews operational information and ensures
systems are in place to monitor, review and revise procedures in
order to maximize resource utilization within the department. 16.
Review investigations of events, investigations, surveys, issues
and reports related to the Environment of Care. and if deemed an
immediate threat to life, health, or hospital property, may issue a
"Cease and Desist" order. -- 17. Incorporates systems and
procedures to ensure the department's role and function in the
Hospital supports the delivery of the highest possible standard of
patient care and service within available resources. -- 18.
Maintains and reviews all aspects of corporate compliance as it
relates to the department. -- 19. Anticipates issues affecting the
department's function and activity that may affect service delivery
to patients, staff and visitors, and ensures action is taken to
address issues in close cooperation with Administration and peers.
-- 20. Develops a strong, collaborative relationship with
Administrators, peers, and other key individuals across the
Hospital, and fosters a multi-disciplinary teamwork approach to
decision-making and problem resolution. -- 21. Develops strong
relationships with appropriate external constituencies relevant to
the department in order to promote community relations and
marketing programs, thus ensuring the Hospital is responsive to the
community's developing needs and maintains a favorable image in the
eye of the community. -- 22. Oversees off-site property management.

collaborating with colleagues, to ensure the development and
implementation of standards of service and practices which are
consistent with departmental and Hospital goals. -- JOB KNOWLEDGE
Provides professional leadership, guidance and direction to
assigned staff to ensure the highest quality care and service is
provided by the department. Ensures mechanisms for service feedback
from users including patients, staff and visitors are timely and
are responsive to needs. -- Serves as a professional resource for
departmental staff and peers regarding operations, planning and
problem-solving. Ensures the effective integration of services
across the Hospital through coordination with other departments and
committees. -- Develops annual department plans and resource
priorities including staffing, information systems, infrastructure
and equipment needs. Prepares documentation for out-of-budget
business needs, including funding options and consequences for
non-implementation. -- Maintains and improves the financial
viability of the department where possible, including identifying
new business potential, revenue and cost-containment opportunities
Remains aware of and responsive to legislative and regulatory
issues impacting the department. PERFORMANCE CRITERIA: PROFESSIONAL

SPECIFICATIONS -- 1.-- Education: Bachelor of Science degree in
related field(s) required. Masters preferred. 2.-- Licensure: None.
3.-- Experience/Knowledge: Five (5) to ten (10) years progressive
experience in California hospital construction (OSHPD), Plant
Operations/Maintenance (installation, construction, and maintenance
of buildings, equipment, and utilities) and in a Safety & Security
environment with TJC /Environment of Care responsibilities. At
least five of those years have been at the Director level. 4. -- --
